"Market Derived Infrastructure Investment" Component of the Rural Business Development Programme - IFAD III
To facilitate and set up favorable conditions for profitable rural-based enterprises through provision of competitive grants in the amount of up to USD 150.000 for the development of rural public infrastructure.
Eligible beneficiaries:
Rural SMEs, groups and/or producers’ associations and local authorities.
The main types of eligible infrastructure:
- Rural roads, bridges;
- Irrigation systems;
- Water- and natural gas- supply pipelines.
Beneficiaries’ contribution shall constitute at least 15% from the total investment cost.
Grants shall be provided upon submission to the CPIU-IFAD of standard applications and shall be selected following the revision and evaluation of each submitted application, accordingly.
Selection of investment projects for economically-derived infrastructure development shall be carried out by the Selection Committee, consisted of: the representatives of the Ministry of Finance, Ministry of Agriculture and Food Industry, Ministry of Transport and Communications, Agency „Apele Moldovei”, Director of the Consolidated Unit for the Implementation of IFAD Programmes in Moldova as well as Business Advisor and Finance Manager thereof.
Shall not be eligible for grant provision offers proposed by individual entrepreneurs with the limited possibilities for business multiplication in the future .
Implemented investments:
- Procurement of irrigation system with irrigation capacity of 220 ha for the Water Users Association “Rogojeni” from village Rogojeni, district Soldanesti;
- Procurement of irrigation system with irrigtaion capacity of 508 ha for the Water Users Association “Dingeni” from village Dingeni, disctrict Ocnita;
- Procurement of irrigation system with irrigtaion capacity of 100 for the Water Users Association “Negureni” from village Negureni, disctrict Telenesti;
- Procurement of irrigation system with irrigtaion capacity of 100 for the Water Users Association “Congaz-Sulumac” from village Congaz, district Comrat;
- Rehabilitation of road lengthening 0,946 km from village Festelita, distrcit Stefan Voda;
- Rehabilitation of road lengthening 1,1 km from village Siret, distrcit Straseni;
- Construction of water supply pipeline in village Cotova, district Drochia.
"Pro-poor Market Derived Infrastructure" Component of the Rural Financial Services and Marketing Programme ( RFSMP) – IFAD IV
The purpose of the component is the enhancement of the private rural businesses and commercial opportunity for sustained poverty reduction through the mitigation of infrastructure limitations that constrain rural farmers, agricultural processing enterprises and rural off-farm small entrepreneurs investing into the prioritized value chains to get access to markets and employment. Thus, the challenge of the PPMDI component would be to remove infrastructure bottlenecks which inhibit increasing participation of commercially oriented farmers and economically active poor in business development.
The PPMDI component awards competitive contributory grants for investments in public infrastructure (for common use by the Client group and not necessarily “state-owned”) that complement private sector investments and activities in prioritized commodity chains. The maximum size of the grant to finance investment project under the component is USD 150 000. Bigger projects are possible if additional contributions from private or public sector shall be available. Collaboration opportunities between private entrepreneurs and financing and operation users is encouraged.
